NOTICE OF PUBLIC HEARING

NOTICE IS HEREBY GIVEN that Jimmy Johnson, the County Executive of Fentress County, Tennessee, or his designee, will hold a public hearing on April 29, 2019 at 5:00 p.m. in the Economic Development Conference Room of the Fentress County Courthouse located at 101 S. Main St., Jamestown, Tennessee related to the proposed issuance by The Health and Educational Facilities Board of the Town of Greeneville, Tennessee (the “Board”) of its revenue bonds in the total amount not to exceed $12,350,000 (the “Bonds”) pursuant to Part 3, Chapter 101, Title 48 of the Tennessee Code Annotated.  The proceeds of the Bonds, if issued, would be loaned to certain of the following entities: People Incorporated of Virginia, Baileyton Terrace Owner LLC, Greeneville Owner LLC, Jamestown Village Owner LLC, Mountain City Manor Owner LLC, Newport Village Owner LLC and Tazewell Village Owner LLC (collectively, the “Borrowers”) to assist the Borrowers in financing the acquisition, rehabilitation and equipping of:

  1. Jamestown Village Apartments, a 40 unit senior housing facility for low and moderate income citizens located at 250 Mace Avenue, Jamestown, Fentress County, Tennessee ($2,050,000 of the proceeds of the Bonds are expected to be spent at such address);
  2. Baileyton Terrace Apartments, a 40 unit senior housing facility for low and moderate income citizens located at 7600 Horton Highway, Baileyton, Greene County, Tennessee ($2,100,000 of the proceeds of the Bonds are expected to be spent at such address);
  3. Greeneville Landing Apartments, a 40 unit senior housing facility for low and moderate income citizens located at 1100 Light Street, Greeneville, Greene County, Tennessee ($2,000,000 of the proceeds of the Bonds are expected to be spent at such address);
  4. Mountain City Manor Apartments, a 40 unit senior housing facility for low and moderate income citizens located at 310 Dotson Lane, Mountain City, Johnson County, Tennessee ($1,900,000 of the proceeds of the Bonds are expected to be spent at such address);
  5. Newport Village Apartments, a 40 unit senior housing facility for low and moderate income citizens located at 421 Appalachian Way, Newport, Cocke County, Tennessee ($2,100,000 of the proceeds of the Bonds are expected to be spent at such address); and
  6. Tazewell Village Apartments, a 44 unit senior housing facility for low and moderate income citizens located at 807 Majestic Way, New Tazewell, Claiborne County, Tennessee ($2,200,000 of the proceeds of the Bonds are expected to be spent at such address).

THE BONDS IF ISSUED SHALL NOT REPRESENT OR CONSTITUTE A DEBT OR PLEDGE OF THE FAITH AND CREDIT OR THE TAXING POWER OF THE BOARD, FENTRESS COUNTY, TENNESSEE, THE STATE OF TENNESSEE, OR ANY POLITICAL SUBDIVISION THEREOF.

The public hearing will be held pursuant to the requirements of Section 147(f) of the U.S. Internal Revenue Code of 1986, as amended.  Any person interested in the issuance of the Bonds or the location or purpose of the assets to be financed with the proceeds of the Bonds is invited to attend the public hearing (which may be continued or adjourned to a later date), and they will be given an opportunity to express their views both orally and in written form concerning the proposed issuance of the Bonds and the financing of the projects with the proceeds thereof.
