In this week’s column, we want to discuss the progress and potential timeline for the Pall Mall Emergency Shelter Project. The $315,000.00 CDBG (Community Development Block Grant) for the project was submitted by Amanda Mainord, Fentress County’s Grant Writer, early last year. Soon after the award announcement, Fentress County submitted architectural and design plans which were quickly approved. Once these plans were approved, we underwent an Environmental Review. We were notified last week that we had passed the Environmental Review and that the funds for the project had been released.
Following the release of funds, the contract for the project will be fully executed and signed. The project engineer will then make any last minute adjustments to the design. This information will be submitted to the Department of Economic Development for final approval. Pending approval from ECD, the project will then go to bid for construction. We expect to be able to advertise for bid proposals within the next 60 days.
Once all bids have been reviewed by Grant Writer Amanda Mainord and the Fentress County Finance Department, the bids will be sent to the Fentress County Commission for their review. The Commission will then choose a contractor and award the bid for the project. At that time, the contractor and Fentress County Government will sign a 120 day contract for the completion of the Emergency Shelter Building. The expected timeline for beginning the construction process should be around the middle to the end of May with construction to be completed in late August or early September.
We are excited to be able to provide this multi-use facility for the Pall Mall Community. The Emergency Shelter will be located adjacent to the Pall Mall Volunteer Fire Department. We also want to thank Amanda Mainord as Fentress County’s Grant Writer for her hard work, determination and dedication to our county and the needs of our citizens.

The Fentress County Commission meets at 6:00 p.m. every third Monday of the month in the Fentress County Courthouse. A 5:00 o’clock work session in the Community and Economic Development Conference Room will be held prior to the Commission Meeting. All meetings are open to the public.
